- you couldn't order EVERY frickin weapon online, they became available gradually the further you got in the game (this shouldn't be that hard, if you can let other things like frequency of patrols and level of patrolling enemies depend on the percentage of the country you've liberated)
- there weren't super guns stashed EVERYWHERE in the beginning (Like the M14 in the THIRD level you ever take over, the water pumps...)
- enemies are SUPPOSED to have better equipment when you enter the country, because you only go in with the standard equipment the mercs have. Make them a bit more difficult in the starting areas
If you change all of this in JA:BiA, IMP really wouldn't unbalance the game. You could even limit some attributes to maybe 70 max, like marksmanship (if that's such a big game breaker).
I mean, Grunty is really cheap, and his physical stats are about 75 on average!
If you're so worried about unbalancing the game, make the IMP character so expensive that you can only take ONE more merc with you in the beginning or something. And give him an MP5K tops, like in JA2.
