This table shows mercenaries sorted by their summary of Dexterity and Marksmanship when they are hired, as well as their hiring price and level (so how much they can improve above base stats) and traits (adepts and experts in assault rifles and sniper rifles marked green).

Clearly Raven is the best shooter, especially with her moderate price. Very expensive mercs aside (there's quite a choice of snipers in the top two rows and each of them is equally amazing), cheaper mercs like Malice, Ice and Sidney all made it to the top15, are excellent shooters and are certainly worth looking at, especially at the beginning.

It is also necessary to take into account their level, cause some higher level mercs will proove to be worse than lower level ones, as they can't be maxed out or have very little leveling points left after reaching 200 mark+dex.

Raven was my choice first time i played this game. You can clear Drassen and Cambria(roof top play mostly) only with her
Scully is the easyest to max his skills because he is over 90 to almost all and just level 4 (means you will have 42 points available until lvl 10).
The level cap is the biggest flaw of this game because you cannot bring the weakest mercs to top so everyone will end up hiring best mercs unless you dont want to spend your time with mules full of medkits near Meduna. Not to much replayability here

I'm not sure but traits have some adds to this.
If you look chart you can see Malice equal to Scope and Lynx but when it comes to hit things are changed.
not sure effect of traits but it seems adept and expert traits add to much % to calculation.
in my opinion list goes like Reaper>Shadow>Scope>Raven if we look at price Raven>Shadow>Reaper>Scope, Shadow and Reaper got Chameleon trait gives them +camo advantage against Scope.

at the beginning snipers not much needed (against low level enemy) so can wait about 4-5 days solve Skyriders quest enough money to call Reaper or Shadow and at that point you have daily income at min 9k +quests and weapon sale money at least 9, day you have them both in team good marksman with sneaking means deadly merc for me :)

I personally am working on MD in getting him better and better as a sniper. I found a M14 early on then found a PSG and bought a sniper scope for him to use. He isn't perfect but he is pretty good so far. Hits about 8 out of 10 shots on enemies standing still and on moving enemies he shoots at he hits about 5/6 out of 10.

Well, I agree that maybe MD can't hit a barn door, but at least he can find that barn with his high Int. Bull is hopeless at both...

You can turn MD into Raven using the 63 points you have assigned, but god, does it take ages. When I gave my best shot to him he stopped levelling at some point mid-game and remained mediocre shot but solid medic throughout the bulk of the campaign. I guess if you get shot on purpose, you could turn him into Raven with his 63 points, but by that time Raven will become a goddess of death and headshots with 200 sniping (100+100), will be comfortably ahead of MD (who can reach 185 max if you spend every single point into Dex/Mar) and she will be much blonder while at that. ;-)

For me mercs like MD could get extra 30 points for distribution at lower levels, they still couldn't reach the stars, but certainly could reach level of specialized usefulness for the team, where they could heal/repair/blow up and maintain a solid shooting skill on top of that.

Raven might look as best, yet she have only 2 Traits

personally i find Buns best, she is low level, and have this odd taste of fun....
on side note, Fox is also very good choose to take. (only dislike her comments)

I find it amusing that Fox a better shooter than Grunty or Barry. ;-) She's great at Sneak, she's an SMG Expert (and that means a lot, sadly not from the hip), and of course a Medic, I can find uses for her on the team, if I really want to, but her dialogue is annoying and when you stop fighting against peasants, and start matching up against spectra royal guard, her low-caliber tricks stop being so overly cool. She isn't horrible, but she has a short date of expiration in this game due to the levelling system.

I still think that the amount of markmanship given from the sniper rifle expert trait counts more than the difference of stats.

I really hope for someone to decrypt those things. ;_;

My main team always consists of:- Grunty, Igor, Ivan and MD... always a great team, Igor and Ivan are related and if you pick up Grunty First Igor always will join you just because of Grunty on your team, and later picking up Ivan is no trouble because you have Igor... both Ivan and Igor always comment on Grunty's Kills saying he is good enough to be part of their family...

I never have trouble turning any of these into great Snipers, even MD, already a great Medic so can concentrate on other stats, takes a bit of time but all 4 turn out to be great marksmen team... and 4 for me is enough and has a good mix of skills that I need to complete any mission, other mercs are at bottlenecks/choke points

I find Fox to be an excellent starting character. (together with Wolf).

I equip her at the beginning with a SMG and upgrade later to VSS. Her sneaking skill and the silenced VSS make her valuable during the whole game. So i use her as Scout/Sniper and for covered flanking fire. (and Medic of course)
